Terms of Clearance: DOT's request for OMB approval of the information collection activities in its proposed May 10, 1985, vehicle anti-theft rule is hereby denied. By prohibiting gray market importers from self-certifying compliance with the anti-theft standard, and forcing them to acquire certification from the original manufacturer, the rule would impose additional paperwork burdens on these importers. This restriction on gray market self-certification is not the least burdensome alternative available for the proper performance of the agency's functions under the law. Furthermore, DOT has not taken practical steps to develop separate and simplified requirements for the small businesses and other small entities affected by the rule.
