Approved for a limited period. In the absence of Form 3310.4, BATF said that it would have to depend on onsite review of the dealer's bound book and/or Form 4473 records to identify multiple sales. BATF's original and supplemental justifications, however, provide specific information on the use of the multiple sales form only for the Chandler/Bright case. BATF did not provide citations or specific information on the actual use of Form 3310.4 for any of the other 100 criminal cases concerning which it stated that Form 3310.4 played a significant role. A single case is not sufficient to justify approval for the standard three year clearance period. The lack of specific information showing how this form has contributed to BATF law enforcement in the 100 other cases makes it difficult to maintain that the burden imposed is not excessive. Consequently, it is necessary to require that BATF provide in its next clearance submission for this form, citations for at least 30 court cases in which Form 3310.4 was an essential link in the development of the case. For these cases BATF should explain the specific contribution made by information provided by this form.
