THE STAGGERS RAIL ACT SUBSTANTIALLY
REDUCED FEDERAL CONTROL OVER RAILROAD ACTIVITIES. BEFORE ITS
PASSAGE, MANY AGRICULTURAL SHIPPERS EXPRESSED CONCERN ABOUT TOTAL
DEREGULATION OF THE RAILROADS. CURRENT LEGISLATION BEING SENT TO
CONGRESS DEALS DIRECTLY WITH THE EFFECT OF RAIL DEREGULATION ON
AGRICULTURE. THIS SURVEY WILL SUPPLY NECESSARY INFORMATION TO
CONGRESS ON THIS TOPIC.
