THE U.S. COTTON STANDARDS ACT DIRECTS
USDA TO PROVIDE COTTON CLASSIFICATION SERVICES ON A FEE BASIS TO
THE OWNERS OF COTTON. CN-35 IS USED TO ASCERTAIN OWNERSHIP AND
APPLY FOR THESE SERVICES. IT ALSO GIVES IDENTIFYING INFORMATION
ABOUT THE COTTON TO BE CLASSED. IT IS NECESSARY TO PROPERLY
CLASSIFY THE COTTON AND BILL FOR THE SERVICES. FUNCTIONS AS AN
APPLICATION FOR SERVICE.

the collection of information encompassed by this request complies

1320.8(b)(3).
