Clearance of the
pilot-survey does not indicate approval of the full scale MECS. EIA
should continue its effort to eliminate CE-189 legislatively.
Alternatively, it should determine whether a modified CE-189 can be
made to satisfy the purposes of MECS. The justification for a
full-scale MECS should identify those specific duplications that
eliminated simultanneously with its adoption, as well as indicate
any changes in the form made as result of the pilot test.
