Abstract: HUMANITIES RESEARCHERS AND INSTITUTIONS DESIRE FUNDS TO CONDUCT COMPLEX RESEARCH PROJECTS. SINCE NEH LACKS ENOUGH MONEY TO GIVE EACH APPLICANT THE FUNDS REQUESTED, COMPETITIVE REVIEW OF PROPOSALS IS NECESSARY.
