Abstract: AS REQUIRED BY SECTION 735 (B)(4) OF TITLE VII OF THE ELEMENTARY AND SECONDARY EDUCATION ACT, AS AMENDED BY P.L. 98-511, THE DEPARTMENT IS CONDUCTING A STUDY TO DETERMINE THE EFFECTIVENESS OF DIFFERENT TESTING PROCEDURES TO IDENTIFY STUDENTS FOR PLACEMENT INTO SPECIAL LANGUAGE PROGRAMS AND FOR RECLASSIFICATION ONCE THEY HAVE DEVELOPED SUFFICIENT ENGLISH LANGUAGE PROFICIENCY TO BENEFIT FROM AN ALL-ENGLISH INSTRUCTIONAL PROGRAM.
