YEAR AS A SEMIANNUAL REPORTING REQUIREMENT. THIS FREQUENCY IS A
REFLECTION OF THE DEPARTMENT OF COMMERCE'S APPROVED COLLECTION'S
FREQUENCY AND THE FACT THAT HUD ONLY TURNS THE DATA OVER TO
COMMERCE ONCE HUD HAS COLLECTED IT. IN HUD'S NEXT SUBMISSION OF
THIS INFORMATION COLLECTION REQUEST, HUD MUST JUSTIFY THE PRACTICAL
UTILITY OF REQUIRING SEMIANNUAL REPORTING INSTEAD OF AN ANNUAL
REPORTING REQUIREMENT. IN ADDITION, HUD IS DIRECTED TO WORK WITH
THE DEPARTMENT OF COMMERCE AND ALL OTHER INTERESTED AGENCIES
(INCLUDING THE DEPARTMENTS OF INTERIOR, TRANSPORTATION, AND EPA) TO
DEVELOP A UNIFORM, STANDARD FORM SO AS TO MINIMIZE THE REPORTING
BURDEN IMPOSED ON GRANTEES WHO HAVE GRANTS FROM MORE THAN 1
DEPARTMENT OR AGENCY. HUD MUST REPORT BACK TO OMB BY JUNE 1, 1986,
ON ITS PROGRESS IN DEVELOPING A UNIFORM STANDARD FORM.

THE COLLECTION AND REPORTING OF DATA
ON MINORITY BUSINESS ENTERPRISE (MBE) PARTICIPATION IN HUD PROGRAMS
IS A DEPARTMENTAL RESPONSIBILITY PURSUANT TO EXECUTIVE ORDER 11625,
SECTION 4, REPORTS. IN ADDITION, GRANTEES ARE REQUIRED UNDER OMB
CIRCULAR NO. A-102 (ATTACHMENT O, SECTION 9) TO TAKE AFFIRMATIVE
STEPS TO ASSURE THAT MBE'S ARE UTILIZED THIS DATA WILL ALSO BE USED
TO MEASURE GRANTEE ACCOMPLISHMENTS.
