Comments were
received indicating that the cost and burden hour estimates were
inaccurate. OSM has agreed to more closely examine these estimates
through solicitation of coment in the NPRM, surveys of less than 10
and, if necessary, larger surveys. OSM has also agreed to review
the clearance package more carefully to ensure that the
justification is acu and up to date. Finally, OSM agreed to review
the regulations and to look for further burden hour reductions,
specifically looking at requirements that are comparable to those
under the Clean Air Act or the Clean Water Act.
