THE REGULATIONS ESTABLIS PROPER ADMINISTRATIVE STANDARDS AND PRACTICES WHICH PROTECT THE FEDERA FISCAL INTEREST AND STIPULATE AUDIT AND RECORDKEEPING REQUIREMENTS FOR GUARANTEE AGENCIES, LENDERS, AND SCHOOLS.
