Abstract: THIS STUDY WILL PROVIDE POLICY RELEVANT INFORMATION, INCLUDING DESCRIPTIONS OF CHILDREN SERVED AND PROGRAMS PROVIDED, ON THE OPERATIONS OF THE CHAPTE 1 GRANT PROGRAM FOR THE HANDICAPPED TO CONGRESS AND FEDERAL POLICY-MAKERS. DATA WILL BE COLLECTED FROM SPECIAL EDUCATION ADMINISTRATORS AT STATE AND LOCAL EDUCATION AGENCIES AND STATE-OPERATE STATE-SUPPORTED PROGRAMS.
