EPA should
respond to the following general comments in the final rule OMB
will forward more specific comments under seperate cover. 1. The
overall submission provided insufficient information to understand
the proposed requirements and their effect. 2. What is the cost of
the reporting/monitoring/record keeping reqs.? 3. What are the
reporting/monitoring frequencies and why? Are these consistent with
current requirements? Were the current requirements ever approved
under the PRA? 4. Are the record retention requirements consistent
with the PRA and OMB's associated regulation? If not they should
be. 5. The burden hour calculations appear inaccurate. Who will
bear what burden and how is it calculated? 6. What will the agency
do with the state reporting information or an other information it
receives?
