TO TRIGGER A REQUEST FOR ADVANCES, OR A VOLUNTARY REPAYMENT THE GOVERNOR, OR THE PERSON SO DELEGATED BY THE GOVERNOR MUST FORWARD A FORMAL LETTER TO THE SECRETARY OF LABOR.
