Abstract: THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) REQUIRES THAT COMMUNITY PARTICIPATING IN THE NATIONAL FLOOD INSURANCE PROGRAM SUBMIT A BIENNIAL REPORT ON PROGRESS MADE IN LOCAL FLOOD PLAIN MANAGEMENT. THE USE OF A SIMPLE, STANDARD FORMAT FACILITATES FEMA'S REPORTING OF RESPONSE, THUS ENHANCING THE REPORTS VALUE AS MANAGEMENT TOOL.
