The regulations
implementing the Paperwork Reduction Act prohibit an agency from
collecting information that duplicates information otherwi
accessible to the agency (5 CFR 1320.4). The proposed collection
woul result in substantial duplication with at least one other
collection already in place: 0648-0052. The supporting statement
does not adequately address why the existing collection is not
sufficient for NOAAs needs or why it cannot be modified. Nor does
it explain how the information it would collect is "more precise"
than what is already being collected (this being one of the reasons
for instituting the proposed collection). While the accompanying
regulation alludes to th selection of a sample, the statement says
the collection does not employ statistical methods and that all
individuals involved will be sampled. No explanation is provided as
to why a sample would not be sufficient. In addition, the statement
does not explain the need for a mandatory collection.
