BATF has failed to provide a response to questions asked on
February 14, 1986. The questions are as follows: 1) why do items 17
& 18 on the SF 83 indicate that this is only a recordkeeping
requirement while item 2 of the justification statement states that
"each tobacco manufacturer is required to make a report on ATF F
3068 (5210.5) for each month...," 2) where are the instructions for
the completion of ATF F 3066?, and 3) how does the monthly report
(see ques. 1) provide "...an early warning device"" (explain and
provide example)? BATF is advised that the above questions (and any
questions that may relate to information collections contained in
other regulatory sections cleared in the same OMB docket) must be
answered satisfactorily before extension of the information
collection contained in the underlying regulatory requirement (27
CFR 270.182 and 270.183). OMB approval of these regulatory
requirements which currently are cleared under OMB No. 1512-0358
will expire on June 30, 1986.
