THE CURRENT
REGULATIONS' PAPERWORK REQUIREMENTS ARE APPROVED THROUGH JULY 1986.
WE APPROVE THE DEPARTMENT'S PROPOSAL TO CHANGE THE SAA REPORTING
FREQUENCY FROM MONTHLY TO QUARTERLY, AND EXPECT TO SEE A NPRM BY
JULY 1986 AND A FINAL RULE BY DECEMBER 1986 IMPLEMENTING THIS
CHANGE. THE OTHER PROPOSED PAPERWORK CHANGES ARE NOT APPROVED AS
THE DEPARTMENT HAS FAILED TO DEMONSTRATE THEIR PRACTICAL UTILITY,
PARTICULARLY WHAT PROBLEM THE PROPOSED CHANGES ADDRESS AND HOW THE
PROPOSED CHANGES WOULD CORRECT ANY SUCH PROBLEMS.

IDENTIFY MANUFACTURERS WHO HAVE FAILED TO COMPLY WITH PARTICULAR
STANDARDS AND TO IDENTIFY AREAS OF THE FEDERAL STANDARDS WHICH NEED
REVISION.
