SMUGGLING OF NARCOTICS AND OTHER CONTRABAND VIA PRIVATE AIRCRAFT,
STRONGER MONITORING OF PRIVATE AIRCRAFT ARRIVALS INTO THE U.S. IS
REQUIRED ALONG WITH STRICTER CRITERIA FOR GRANTING OVERFLIGHT
EXEMPTIONS. THE PROPOSED REGULATIONS REQUIRE THE REPORTING FOR
FLIGHTS ORIGINATING IN PUERTO
