Abstract: UNDER THE AUTHORITY OF THE OUTER CONTINENTAL SHELF LANDS ACT, THE DIRECTOR OF THE MINERALS MANAGEMENT SERVICE HAS THE RESPONSIBILITY FOR EVALUATING THE DILIGENCE OF A LESSEE.
