Abstract: GENERAL ORDER 42 ESTABLISHES THE METHODS FOR EVALUATING PROPOSED RATE CHANGES IN THE DOMESTIC OFFSHORE TRADES SUBMITTED BY NON-VESSEL OPERATING COMMON CARRIERS SUBJECT TO THE PROVISIONS OF THE INTERCOASTAL SHIPPING ACT, 1933.
