OWNERS/OPERATORS OF LAND TREATMENT
FACILITIES ARE REQUIRED TO CONDUCT UNSATURATED ZONE MONITORING AND
MAINTAIN RECORDS OF THE RESULTS. EPA USES THIS DATA TO (1) INDICATE
THE SUCCESS OR FAILURE OF THE LAND TREATMENT PROCESS AND ASSIST IN
FINAL PERMIT DECISIONS, (2) ALLOW EARLY DETECTION OF THREATS TO
GROUND WATER, AND (3) EVALUATE THE POTENTIAL FOR PLANT UPTAKE OF
HAZARDOUS WASTE CONSTITUENTS.
