Abstract: STATE AND LOCAL REVOLVING FUNDS CAPITALIZED BY THE ECONOMIC DEVELOPMENT ADMINISTRATION AND OTHER SOURCES HAVE BECOME PUPULAR JOB CREATION TOOLS NATIONWIDE. THE PURPOSE OF THIS DATA COLLECTION IS TO PROVIDE OPERATORS OF REVOLVING LOAN FUNDS WITH RELIABLE, GENERALIZABLE DATA ON WHAT ORGANIZATIONAL DESIGNS, POLICIES, AND PRACTICES AMONG REVOLVING LOAN FUNDS ARE MOST EFFECTIVE IN STIMULATING JOB CREATION.
