We have approved this proposed collection of information through April 1987, by which time OSHA will have published a final rule, "Occupation Exposure to Benzene." We have assigned an additional burden of 80,458 hours to this collection of information in order to include the time spent by physicians in conducting the required medical examinations fr which the medical records are compiled. OSHA shall include these hour in the paperwork package for the final rule. Because this request for OMB review of the paperwork requirements in the benzene proposal was submitted to OMB six months past the deadline established in the Paperwork Reduction Act and implementing regulations at 5CFR1320.13(b) we have previously notified the Department, in a letter of December 31 1985, from Robert P. Bedell, Deputy Administrator, Office of Informati and Regulatory Affairs, OMB, to Thomas C. Komarek, Assistant Secretary for Administration and Management, Department of Labor, of several information collection requirements which do not appear to be the leas burdensome necessary for the proper performance of the agency's function, or which seem to be duplicative of other information collection requirements in the proposed regulation. Resolution of the issues shall be considered a condition of clearance. When resubmitted for review, each of these information collection requirements shall ha either completely justified as consistent with 5CFR1320.4(b)(1), (2) (3), or shall have been revised accordingly.

THIS REGULATION REQUIRES EMPLOYERS TO TRAIN EMPLOYEES ABOUT THE HAZARDS OF BENZENE, TO MONIT EMPLOYEE EXPOSURE, TO PROVIDE MEDICAL SURVEILLANCE, AND TO ESTABLISH AND MAINTAIN ACCURATE RECORDS OF EMPLOYEE EXPOSURE TO BENZENE. THESE RECORDS WILL BE USED B EMPLOYERS, EMPLOYEES PHYSICIANS AND THE GOVERNMENT TO ENSURE THAT EMPLOYEES ARE NOT HARMED BY EXPOSURE TO BENZENE.
