submitted for reapproval before 10/88, it should more thoroughly
explain the recordkeeping aspects of the regulations. No discussion
of these requirements is included in the justification statements.
EPA's Information Policy Office should explain in writing to OMB
why the SF-83 indicated this ICR was associated with an NPRM wh it
is associated with a final rule, why the regulation and statute wer
not attached to the justification statement, and why a discussion
of t recordkeeping requirements is missing (along with the burden
hour calculations).
