Abstract: THIS REQUIREMENT IS NEEDED TO MAKE CERTAIN THAT ALL VESSELS ENGAGED IN ANY SEGMENT OF THE TRANSPORTATION OF OIL PRODUCED FROM AN OFF-SHORE FACILITY ON THE OUTER CONTINENTAL SHELF CAN MEET STATUTORY LIABILITY FOR OIL POLLUTION. WHEN ALL INFORMATION IS COLLECTED, A CERTIFICATE OF FINANCIAL RESPONSIBILITY (OCS) IS ISSUED AND USED TO SHOW CUSTOMS AND COAST GUARD THAT THE VESSEL IS IN COMPLIANCE.
