NOAA is
proposing to institute mandatory logbooks to collect catch and
effort data from charterboat operators in the Coastal Migratory
Pelagic Resources fishery, even though the same information is
already being collected through the Marine Recreational Fishery
Statistics Survey (0648-0052). NOAA intends to demonstrate to the
Fishery Management Councils that the information already being
collect is adequate for their purposes. If the Councils have
concerns about the information currently being collected, NOAA
should work with them to resolve these, either by modifying the
existing collection or eliminating that collection (or its coverage
of charterboat owners in the affected fishery) and instituting a
new one. The proposed approach would violate the Paperwork
Reduction Act because it would duplicate information otherwise
accessible to the agency.
