Abstract: THIS SURVEY WILL PROVIDE DATA USED TO EVALUATE THE VIABILITY OF THE WAYS IN WHICH THE DEMONSTRATION CITIES ARE ACQUIRING PROPERTIES SUBJEC TO TAX LIENS AND OTHER ASPECTS OF PROGRAM DESIGN. INFORMATION WILL BE COLLECTED THROUGH IN-PERSON SURVEYS OF APPROXIMATELY 161 HOMESTEADERS AND THE SAME NUMBER OF LOTTERY LOSERS. INTERVIEW GUIDES WILL BE ADMINISTERED TO LOCAL HOMESTEADING OFFICIALS, CITY TAX
