ANNUAL STATUS REPORT AND
CERTIFICTION AND WEEKLY INSPECTIONS OF REFUSE PILES AND
IMPOUNDMENTS (30 CFR 77.215-2(B)(4) THROUGH (8) & (C),
77I.215.3, 77.216-3, & 77.216-4)
We have extended
approval of these information collection and recordkeeping
requirements for another six months in order to allow the agency
additional time to address the questions raised in our conditions
of clearance dated April 4, 1986. In particular, it is not clear,
with regard to the requirement in 30CFR77.216-3 for weekly
examinations of impoundments, that certification, as defined in
5CFR1320.7(k)(1), could not fulfill the agency's mission while
imposin less burden. In addition, it remains unclear why this
information must be collected on a weekly basis for each
impoundment. If appropriate, when these requirements are
resubmitted for review, the agency should include a tentative
timetable for the initiation and completion of rulemaking to revise
these requirements, in accordance with 5CFR1320.14(f) and (g).

AND IMPOUNMENTS, AND TO KEEP RECORDS OF THE RESULTS OF WEEKLY
EXAMINATIONS AND INSTRUMENTATION MONITORING.
