Abstract: THE NATIONAL RURAL SWING-BED PROGRAM MANDATED BY P.L. 96-499, REVISED MEDICARE/MEDICAID REIMBURSEMENT REGULATIONS TO ENCOURAGE SMALL, RURAL HOSPITALS TO "SWING" THEIR ACUTE CARE BEDS TO LONG-TERM CARE BEDS AND BACK AGAIN AS PATIENT NEEDS REQUIRE. THIS EVALUATION WAS MANDATED BY CONGRESS TO ASSIST IN DECIDING WHETHER TO CONTINUE, END, OR MODITY THE SWING-BED PROGRAM.
