Abstract: THE INFORMATION COLLECTED BY THE OCSE-4 IS NEEDED TO COMPUTE QUARTERLY GRANT AWARDS AND INCENTIVE PAYMENTS TO THE STATES, FOR REQUIRED RECORDKEEPING AND TO PREPARE THE ANNUAL REPOR TO CONGRESS.
