Abstract: THE INFO. COLLECTED BY USE OF THE WIN DEMONSTRATION PROGRAM REPORT IS NEEDED TO DETERMINE THE EFFECT OF THE DEMONSTRATION PROJECT AND WHETHE IT IS MORE EFFECTIVE THAN THE WIN PROGRAM OPERATED UNDER TITLE IV-C OF THE SOCIAL SECURITY ACT. THE LAW REQUIRES THE SECRETARY TO EVALUATE EACH STATE'S PROGRAM AT THE END OF 1 AND 3 YEARS, COMPARING PLACEMENT RATES BEFORE AND AFTER THE DEMONSTRATION.
