with PBGC staff, OMB has approved the "Survey of Nonparticipating
Single Premium Group Annuity Rates" through April 1987 to provide
PBGC with sufficient time to respond to the following questions: 1.
For what specific purposes does PBGC use the survey data? 2. To
what extent does PBGC rely on the survey data in establishing
interest rates? How much would the interest rates be affected if
PBGC did not have this data? 3. Is the survey statistically valid?
If not, why shouldn't it be? 4. How accurately does the survey
assess actual market conditions? 5. Assuming that the survey is
restructured to be statistically valid what measures can be taken
to improve the response rate?

PBGC SURVEYS INSURANCE COMPANIES TO
FIND THE INTEREST RATES THEY CURRENTLY USE IN PRICING ANNUITIES.
PBGC USES THIS INFORMATION, WITH OTHER MARKET RATE DATA, TO SET
INTEREST RATES FOR VALUING BENEFITS UNDER TERMINATING OR CURTAILED
PENSION PLANS. THE INFORMATION IS NEED TO ASSURE THAT PGBC'S RATES
REFLECT CURRENT MARKET CONDITIONS. PARTICIPATION OF YOUR COMPANY IN
THIS PROGRAM IS GREATLY APPRECIATED.
