form so it is consistent with recently approved VA forms 2900-0101
and 2900-0004. 2. In addition, VA should assess the utility of
collecting income data for the 12 months preceding and following
the application date rather than for the calendar year, and if this
is not adopted, explain the rationale for retaining the present
format. 3. VA should redefine net worth in Part VII so that debt
equals medica expenses or debt is entirely deleted from the
definition. 4. VA must submit the revised form not later than
February 1, 1987.
