with 5 CFR 1320.12, this information collection request is
disapproved. It is disapproved for several reasons. First the
practical utility of this collection is not adequately justified by
the accompanying statement. Second, there appears to be duplication
between this collection and data collected by the IRS, and formerly
used by Census. Third, there is a broader concern with whether the
provisions of Title 13 are being complied with in this collection.
OMB would be glad to discuss this collection request with the
Department of Commerce and the Bureau of the Census.
