Converting the survey to a probability sample. The survey should
include an adequate sample of companies in each industry for which
separate estimates are publihed. 2. Raising the response rate of
the Plant and Equipment Expenditures Survey, with a target of
achieving a response rate of 80 percent. To increase the response
rate BEA should review the questionnaire and the methods of data
collection. BEA should explore whether more intensive use of
telephone data collection would improve response rates
