THE INFORMATION IS USED IN DETERMINING WHETHER BONDING IS PROPERLY REGULATED AND TO AVOID A BREAK IN THE CHAIN OF LIABILITY WHICH FLOWS FROM THE TIME THE PERMIT APPLICATION IS APPROVED UNTIL PERMIT RECLAMATION IS COMPLETED.
