Abstract: GSA FORM 3080 IS COMPLETED (VOLUNTARILY) BY A GOVERNMENT EMPLOYEE WHO WAS TRANSFERRED FOR THE CONVENIENCE OF THE GOVERNMENT AND WHOSE AGENCY ELECTED TO SHIP HIS/HER HOUSEHOLD GOODS ON A GOVERNMENT BILL OF LADING (GBL). WHEN A GBL IS USED, THE GOVERNMENT BECOMES THE SHIPPER. THUS, THE FORM IS COMPLETED WITHIN THE SCOPE OF HIS/HER EMPLOYMENT.
