Abstract: EDA SEEKS TO ATTRACT MANUFACTURING TO DISTRESSED AREAS. TO DO THIS, EDA NEEDS TO KNOW WHY PLANTS LOCATE WHERE THEY DO. MOST INDUSTRIAL LOCATION STUDIES HAVE BEEN ECONOMETRIC, THEY DEPEND ON INFERENCE FROM STATISTICAL ASSOCIATIONS. ONLY TWO INTERVIEW STUDIES AND SOME FLAWED QUESTIONNAIRE STUDIES ARE AVAILABLE. THIS STUDY AVOID THE WEAKNESSES OF EARLIER STUDIES.
