Terms of Clearance: OMB FIRST FLAGGED THIS COLLECTION OF INFORMATION AS A POSSIBLE CERTIFICATION IN JULY 1983, AND APPROVED ITS USE THROUGH FEBRUARY 1985 TO GIVE MSHA TIME TO COMPLETE A SCHEDULED RULEMAKING ON THESE REGULATIONS. IN JANUARY 1985, OMB FURTHER APPROVED THIS INFORMATION COLLECTION THROUGH DECEMBER 1986, ON THE UNDERSTANDING THAT MSHA INTENDED TO CHANGE THE REQUIREMENT TO A CERTIFICATION. IN THIS REQUES FOR OMB APPROVAL, HOWEVER, MSHA REQUESTS CLEARANCE FOR THREE YEARS, TH MAXIMUM PERIOD ALLOWED BY THE PAPERWORK REDUCTION ACT, WITH NO INDICATION THAT RULEMAKING IS PROCEEDING TO REVISE THIS PAPERWORK REQUIREMENT. DESPITE THE FACT THAT MSHA HAS APPARENTLY DROPPED ITS PLANS TO REVISE THIS PAPERWORK REQUIREMENT IN ORDER TO MAKE IT CONSISTENT WITH THE PRA, WE HAVE APPROVED THIS COLLECTION OF INFORMATI FOR SIX ADDITIONAL MONTHS, WITH THE CONDITION THAT MSHA RESUBMIT IT WI A FULL EXPLANATION OF THE STATUS OF THE RULEMAKING AND A SCHEDULE FOR COMPLETION.
