Abstract: P.L. 98-221 REQUIRES THAT ALL PROGRAMS SUPPORTED UNDER THE ACT BE EVALUATED. THIS EVALUATION WILL ASSESS THE IMPACTS AND EFFECTIVENESS OF THE RESEARCH AND TRAINING CENTERS PROGRAM THROUGH A SURVEY OF ALL RTCS AND OF AGENCIES AND ORGANIZATIONS THAT USE RTC RESEARCH FINDINGS AND TRAINING ACTIVITIES TO IMPROVE REHABILITATION PRACTICE.
