justification statement neither identifies nor justifies why EPA
has added requirements to the basic FAR. When this clearance is
resubmitted for review, it should clearly identify any changes from
th FAR and explain why they are necessary. We have pointed out
problems with this clearance package before and have not seen any
improvement.
