Abstract: THE FORM WAS DEVELOPED BY THE INTERGOVERNMENTAL MARITIME CONSULTIVE ORGANIZATION (IMCO) AND REPLACES THE NUMEROUS FORMS PREVIOUSLY USED BY THE COUNTRIES THAT ARE SIGNATORIES TO THE IMCO TREATY CONVENTION. IT ALLOWS THE MASTER OF A VESSEL TO DEAL WITH A SINGLE FORM TO DECLARE CREW MEMBER'S GOODS AND THUS AVOID PENALTIES TO THE MASTER.
