Abstract: PRESIDENTIAL PROCLAMATION NO. 5002 PERMITTED THE SECRETARY OF AGRICULTURE TO PROMULGATE REGULATIONS WHICH WOULD EXEMPT IMPORTED SUGAR FROM QUOTA RESTRICTIONS IF SUCH SUGAR WERE TO BE IMPORTED UNDER LICENSE AND RE-EXPORTED IN A SUGAR-CONTAINING PRODUCT. THIS RULE ESTABLISHES SUCH A PROGRAM.
