Terms of Clearance: The proposed 1987 Truck Inventory and Use Survey is hereby disapproved under the Paperwork Reduction Act and 5 CFR 1320. The Act and implementing rules require agencies to demonstrte the practical utility of information collections (5 CFR 1320 4(b)(3). In the case of general purpose statistics, "practical utility" means that actual uses for the proposed information can be demonstrated (5 CFR 1320.7(q). While the Bureau of Census has demonstrated a general need for some survey of this kind, it has not demonstrated the need for the specific questions proposed for this survey. The Bureau must revise its justification statement to explain the practical utility of each proposed question. In addition, the Bureau must delete question whose need is less than compelling, in order to make the survey the least budensome necessary for the proper performance of the agency's functions (5 CFR 1320.4(b)(1)). For example, the Bureau must delete the questions concerning whether a vehicle is regulated by the Interstate Commerce Commission, and whether it was operated as a contract, common, or exempt carrier, unless the Bureau can demonstrate the practical utility of such information and that collecting such information is necessary.

Abstract: THE TRUCK INVENTORY AND USE SURVEY PROVIDES DATA ON THE PHYSICAL AND OPERATIONAL CHARACTERISTICS O THE NATION'S TRUCK POPULATION. THESE DATA ARE USED BY GOVERNMENT AGENCIES, MAJOR MANUFACTURERS OF TRUCKS AND THEIR COMPONENT PARTS, AND CONSULTING FIRMS TO ESTABLISH POLICY FOR THE TRUCKING INDUSTRY AND TO PREDICT MARKET TRENDS. RESPONDENTS OF THIS SURVEY WILL CONSIST OF REGISTERED TRUCK OWNERS AND LEASEES.
