Terms of Clearance: THIS COLLECTION REQUEST IS NOT APPROVED PURSUANT TO 5 CFR 1320(b)(4). ALTHOUGH THE PUBLIC HEALTH SERVUCE ACT AUTHORIZES THE SECRETARY TO COLLECT THIS TYPE OF INFORMATION, THIS REQUEST HAS NOT DEMONSTRATED THAT THIS INFORMATION IS THE LEAST BURDENSOME OR THAT IT IS NOT DUPLICATIVE. HRSA INDICATED THAT THE DATA IS NEEDED TO REASSESS THE DESIGNATION OF MENTAL HEALTH SHORTAGE AREAS. DATA ALREADY AVAILABLE TO HRSA MAY BE SUFFICIENT FOR THIS REASSESSMENT. SPECIFICALLY, DATA FROM THE PSYCHOLOGISTS CENSUS AND PROJECTIONS BASED ON BROWN, HIXSON, AND MUSGRAVE'S "IMPLICATIONS OF THE EXPANDING SUPPLY OF PHYSICIANS FOR GEOGRAPHIC DISTRIBUTION", WESTERN ECONOMIC ASSOCIATION 6/1983. IN ADDITION, IF THESE SOURCES OF INFORMATION PROVE TO BE INADEQUATE, THE PROPOSED SURVEY RAISES OTHER CONCERNS. SUCH AS, THE SURVEY POPULATION WOULD STILL OVERESTIMATE SHORTAGES BECAUSE THE SAMPLE UNIVERSE IS RESTRICTED TO THE MOST HIGHLY TRAINED PROFESSIONALS IN EACH OF THE DISCIPLINES, WHILE IT IS MEANT TO ASSESS THE EXTENT TO WHICH ALOTHER DISCIPLINES REDUCE THE ESTIMATED SHORTAGE. FINALLY, AN ALTERNATIVE DATA COLLECTION APPROACH MAY YIELD MORE USEFUL INFORMATION I.E., HRSA SHOULD CONSIDER EVALUATING SHORTAGES BY LOOKING AT THE COMPOSITION OF HEALTH CARE PROFESSIONALS AT ALL VARIOUS PROGRAMS AND FACILITIES THAT OFFER MENTAL HEALTH CARE RATHER THAN BY LOOKING AT SPECIFIC TYPES OF PROFESSIONALS THAT MAY PROVIDE MENTAL HEALTH CARE.

Abstract: THIS STUDY WILL SURVEY THE CORE MENTAL HEALTH DISCIPLINES ABOUT THEIR PATIENT CARE ACTIVITIES, PROVIDING UNDERSTANDING OF THEIR SUBSTITUTABILITY (ABOUT WHICH LITTLE IS KNOWN). THIS INFORMATION IS REQUIRED TO BROADEN MENTHAL HEALTH SHORTAGE AREA CRITERIA WHICH CURRENTLY TAKES INTO ACCOUNT ONLY PYCHIATRISTS.
