Abstract: TO RECEIVE FEDERAL FINANCIAL PARTICIPATION IN THE COSTS OF THEIR ADP ACQUISITIONS, STATES MUST OBTAIN HHS PRIOR APPROVAL OF ADVANCED PLANNING DOCUMENTS AND RELATED PROCUREMENT INSTRUMENTS. THIS PROCESS IMPLEMENTS HHS POLICIES GOVERNING FEDERAL ASSISTANCE TO STATES IN INFORMATION SYSTEMS DEVELOPMENT.
