Abstract: MORTGAGE PROGRAMS REQUIRE THAT AT FINAL ENDORSEMENT THE MORTGAGOR AND GENERAL CONTRACTOR CERTIFY TO OUTSTANDING LIENS OR UNPAID OBLIGATIONS CONTRACTED IN CONNECTION WITH THE MORTGAGE TRANSACTION. ALSO, HUD USES THE FORM TO ASSURE APPROVED FUNDS ARE NOT EXCEEDED.
