Abstract: THE INFORMATION REQUESTED IS NEEDED SO FCC CAN DETERMINE WHETHER SPECI ACCESS RATES PROPOSED BY LOCAL EXCHANGE CARRIERS ARE JUST AND REASONABLE. THE STUDY WOULD REQUIRE CARRIERS WITH TOTAL ANNUAL REGULAT REVENUES OF $100,000,000 OR MORE TO RECONCILE DEMAND DATA USED TO DEVELOP SPECIAL ACCESS REVENUE REQUIREMENTS AND RATES.
