Abstract: THE GOVERNMENT COLLECTS ROYALTIES FROM THE SALE OF FEDERA AND INDIAN COAL. SALES CONTRACTS MUST BE SUBMITTED TO ENSURE THAT THE LESSOR RECEIVES ROYALTIES BASED ON FAIR PRODUCT VALUES. MMS MAY GRANT AN ALLOWANCE TO COMPENSATE THE LESSEE FOR THE COST OF WASHING AND/OR TRANSPORTING THE ROYALTY PORTION OF THE COAL.
