CONGRESS REQUIRES THE SECRETARY OR
TRANSPORTATION (U.S. COAST GUARD) TO APPROVE THE LOCATION AND PLANS
OF BRIDGES ACROSS THE NAVIGABLE WATERS OF THE U.S. THE PROSPECTIVE
BRIDGE BUILDER MUST MAKE A WRITTEN REQUEST TO THE COAST GUARD FOR
AN INDIVIDUAL BRIDGE PERMIT OR FOR AUTHORIZATION TO PROCEED UNDER
THE GENERAL BRIDGE PERMIT, AS APPROPRIATE. RESPONDENTS ARE NORMALLY
STATE AND LOCAL GOVERNMENT.
